The main emulator server shouldn't change the balance of anything, it should emulate PlanetSide 1. If the community consensus wants an earlier version of PlanetSide (which would have different balance compared to now) akin to how Project 1999 or Uthgard handles their servers, then I'd be in favor of...

I agree also that the reason it was done was the reaver armor increase. I think a general PlanetSide 1 Discussion Category would be great. An Introductions forum, a General forum about PlanetSide 1, and even a screenshots forum are some good ideas.
